Introduction
Tristan handles all aspects of the delivery and financing of public-private partnerships and alternative project delivery for social infrastructure and transportation projects.
Tristan Robinson represents the full range of market participants in the delivery and financing of infrastructure projects, including public owners, sponsors/developers, lenders, underwriters, and contractors. He also represents buyers and sellers of infrastructure assets in mergers and acquisitions on the secondary market.
He has experience with a range of alternative project delivery methods, including design-build (DB), design-build-finance (DBF), design-build-own-operate-transfer (DBOOT), design-build-operate-maintain (DBOM), design-build-finance-operate-and-maintain (DBFOM) and public-private partnerships (P3) on an availability payment and revenue risk/concession basis, progressive design-build (PDB), construction manager/general contractor (CM/GC or CMAR), pre-development agreements (PDA), and other types of innovative contracting models.
Tristan is admitted to the California State Bar.
- Wells Fargo & Jeffries | 2023 – 2026 | Advised the underwriters on the development and financial close of the Potrero Yard Modernization Project in San Francisco under a tax-exempt, 501(c)(3) financing structure.
- Sponsor | 2026 - ongoing | Advising an infrastructure fund on the development and financing of an industrial water facility within a $5.8 billion ultra-low carbon steel mill in Louisiana.
- Sponsor | 2026 | Advised an infrastructure fund on its acquisition of a 50% interest in a holding company for the I-4 Ultimate P3 project in Orlando, Florida.
- Sponsor | 2026 - ongoing | Advising a Canadian infrastructure investor on the refinancing of an operational four phase student housing project in excess of 2,500 beds on the University of Texas campus in Dallas.
- SMBC | 2026 | Advised the lenders to the developer on a capex refinancing for the University of Idaho P3 project.
- Sponsor | 2023 | Advised an infrastructure fund on the sale of 100% of its equity interest in the Howard County Courthouse P3 project in Maryland.
- University of Utah | 2023 - ongoing | Advising the University on all aspects of the phased delivery of its student housing P3 program for 5,000 beds through a master planning agreement, pre-development agreements, and multiple development, implementation, and ancillary agreements.
- San Diego Association of Governments (SANDAG) | 2023 - ongoing | Advising SANDAG on its Otay Mesa East Port of Entry Project, a joint venture between SANDAG and Caltrans, in partnership with the Mexican government, to build a new, modern border crossing between the U.S. and Mexico.
- County of San Joaquin | 2024 - ongoing | Advising the County on the BeWell behavioral health services campus progressive design-build project.
- JP Morgan | 2023 | Advised the underwriters on financial close of the multi-billion dollar Chula Vista Bayfront redevelopment project in Southern California that includes a resort hotel and convention center, residential, retail, parklands, industrial business park and associated public improvements. The development is the largest of its kind on the west coast of the United States, including the largest hotel in California.
