Introduction

Trevor is a Partner and Co-Head of our UK Planning and Environment team with over three decades of experience in planning policy, development management, affordable housing, transport infrastructure, and compulsory purchase. Ranked Band 1 for Planning (Chambers 2026, 22 years ranked) and in the Legal 500 Hall of Fame (2026), he acts for public and private sector clients on complex regeneration schemes across London and the UK.

Trevor is regarded as one of the country's leading planning lawyers.  He is ranked annually in Planning Magazine's annual survey of the country's best planning lawyers. Clients and consultants alike praise him for his in-depth knowledge and understanding of planning law and practice combined with a very commercial and pragmatic approach to finding solutions and enabling development to proceed.

Trevor is a board member of the City Property association and sits on the British Property Federation's BTR committee and is a planning advisor to Business London. He is also a trustee of the Maudsley charity. 

Trevor is the client relationship partner for Homes England – the government agency tasked with delivering significant new housing and regeneration around the country.

  • Liverpool City Council and Grosvenor Limited | Partner | Advising on the planning, land assembly, and compulsory purchase elements of the Liverpool One project which has resulted in the £1bn transformation of a derelict 42-acre site at the heart of Liverpool centre into one of Europe's largest, and most attractive mixed-use developments. Trevor also advised on the infrastructure agreements which included underground works associated with the proposed delivery of a new tram system for Liverpool. Trevor's work also included overseeing various compensation claims, some of which were determined by the Upper Tribunal.
  • Old Oak and Park Royal Development Corporation (OPDC) | Partner | Advising on the proposed new centre and community for West London to provide 65,000 new jobs, 25,500 new homes together with all required transport infrastructure and public spaces. We are providing the OPDC with strategic advice on public land transfers, private acquisitions and compulsory purchase proposals and grant funding.
  • Greater Manchester Combined Authority (GMCA) | Partner | Advising Greater Manchester Combined Authority in relation to the Old Trafford Regeneration project which will deliver a new 100,000 capacity stadium for Manchester United Football Club. 
  • Nan Fung Group | Partner | Advising on a major international developer with a focus on life sciences, on one of their flagship projects, the multi-phase, redevelopment of Regent's Quarter in London's knowledge quarter which will be a new UK HQ for Open AI. 
  • Greater London Authority and Transport for London | Partner | Advising on call-in schemes and negotiating associated section 106 Agreements: Thameside West (a major urban regeneration project for circa 5000 homes. commercial and community uses delivered alongside Silvertown Tunnel, enabling highway works, a new DLR station and new river pier), Hale Wharf (regeneration project benefitting from housing zone and infrastructure grant funding), Westferry Printworks and Bishopsgate Goods Yard. Advising TfL on the transportation aspects of MSG's proposals for a new arena at Stratford. 
  • Berkeley Homes | Partner | Advising on a number of projects including urban extension projects in Wallingford South Oxfordshire, West Horsham and Feltham and within London at One Tower Bridge (a JV with Southwark Council), Stephenson Street (a 4000 home regeneration including commercial space, school, 12 acres of green space and bridges over railway infrastructure plus connections to West Ham station), 250 City Road, Battersea Gasworks, Clarendon Gasworks, Oval Village, Ergon House and 9 Millbank as well as outer London greenbelt sites in Richmond upon Thames and a new town in Enfield of circa 21,000 residential units.
  • Grosvenor and Oxford City Council | Partner | Advised Grosvenor and Oxford City Council on the Barton LLP joint venture to develop an urban extension scheme in North Oxford to comprise more than 1000 residential units and associated district centre and infrastructure.
  • Great Portland Estates | Partner | Advising on the redevelopment of Tasman House into a mixed-use office led scheme, including advising on the negotiation of the s.106 agreements for the redevelopment. 
  • Oxwed LLP | Partner |  Advising the JV comprising Nuffield College, Oxford and Oxford City Council on its proposals for the largest regeneration scheme in Oxford City Centre for a vison of mixed use riverside neighbourhood designed around new public spaces and an opportunity to transform a disused brownfield site to bring homes, jobs and major public realm to this part of the city. 
  • London Borough of Newham | Partner |  Advising Newham Council on the £5bn Silvertown Quays regeneration which will deliver over 7,000 new homes and a new town centre in the Royal Docks in East London. 
  • Eastside Partnerships Limited (EPNL) | Partner | Advising in relation to its claim against HS2 for compensation in respect of the compulsory purchase of land at Curzon Gateway, Curzon Street, Birmingham.
