Rebecca is a senior practitioner with a depth of experience in all aspects of environment and planning law, regulatory investigations and prosecutions, legal challenges to projects and compulsory acquisitions. She is a trusted advisor on urban redevelopment, water resources, pollution, data centers, major infrastructure, waste, biodiversity, climate law, heritage and reconstruction law.

She has been ranked by Chambers Asia-Pacific 2023-2024 as a Band 3 Environment & Planning lawyer and was awarded 2023 Planning and Environment Partner of the Year (Sydney).

  • Sydney Metro | 2015 - present | Advising on environment, planning and compulsory acquisition aspects of the proposed Sydney Metro project for City and Southwest (A$16 billion) and Sydney Metro West (A$27 billion), part of Australia's largest infrastructure project. This included obtaining planning approvals for stations and over-station developments.  
  • TfNSW | 2015 - 2025 | Advising on the $2.1 billion light rail project including planning approval obligations relevant to the negotiation and implementation of stakeholder agreements including with the Australian Turf Club. Also advising on: 
    • Compulsory acquisition issues involving acquisition of a site for the major project stabling facility and acquisition of an entire residential flat building including negotiations with dispossessed owners and resolution of compensation disputes (2015 –2019).
    • Westconnex – obtaining planning and environmental approvals
    • The class 3 proceedings in the LEC brought by North Sydney Council for the acquisition of interests in land at the Cammeray Golf Course, Anzac Park and St Leonards Park (2022 –2025). 
  • WaterNSW | 2019 - present | Advising on environmental and planning issues associated with the proposed Warragamba Dam Raising Project. This role has involved reviewing the draft environmental impact statement for the project and advising on State and Commonwealth environmental and planning approval processes and obligations (2019 –2024). Also advising on feasibility studies for the RESP pumped hydro project and other water projects (2023 – present). 
  • Sydney Water Corporation | 2023 - present | Advising on providing legal services in respect of wastewater overflow incidents.  Advising on infrastructure charges and statutory powers relevant to the development of major infrastructure and land release in Western Sydney.
  • Bingo Industries Limited | 2021 - 2024 | Acting in EPA prosecution proceedings. 
  • Cleanaway Operations Pty Ltd | 2023 - present | Advising on the Lucas Heights – Western Expansion Project.
  • Port Kembla Coal Terminal | 2023 - present | Advising on environment licensing requirements for developments at the terminal including proposed LNG import facility.
  • NorthWest Healthcare Australia Property Limited | 2023 - present | Advising on fire control orders in relation to several private hospitals/medical centers (2024 – present).
  • Water Management (confidential) | 2025 – present | Advising a receiver and dealing with NSW water regulations on compliance issues involving water extraction at agricultural properties in the central west, NSW.
  • Orica | 2022 - 2025 | Advising on carbon emission issues and greenhouse reporting including negotiating funding for major carbon reduction pollution control technology proposed at the company's manufacturing site at Kooragang Island.
  • Amazon Web Services | 2021 - present | Advising on all aspects of planning and environmental issues for development and operation of data centers on the east coast of Australia.
