Raul Prakash Quintana

Raul Prakash Quintana represents public and private entities in disputes before federal and state courts, administrative tribunals, and alternative dispute resolution forums. He litigates complex environmental matters under the Comprehensive Environmental Response, Compensation, and Liability Act; the Clean Water Act; Washington’s Model Toxics Control Act; and Washington’s Water Pollution Control Act. 

Raul also has experience handling a range of commercial disputes, including breach of contract, copyright, and real estate matters, as well as public law matters involving constitutional claims and the Administrative Procedure Act. Raul has worked on nearly every phase of litigation, from drafting complaints and managing discovery to preparing for trial.  

In addition, Raul advises clients on project development and real estate transactions. He has helped clients work through contaminated site redevelopment, navigate the land use and permitting process, and conduct environmental due diligence. 

Raul maintains an active pro bono practice that primarily focuses on civil liberties and good governance. He conducts legal research and advises on litigation strategy to help advocacy organizations respond to rapidly evolving legal landscapes at both the state and federal levels. 

Raul earned his J.D. from Stanford Law School, where he graduated with highest pro bono distinction, served as submissions editor for the Stanford Environmental Law Journal,and was awarded the Judge Thelton E. Henderson Prize for Outstanding Performance in the Environmental Law Clinic. While at Stanford, he interned with the Office of the Legal Adviser at the U.S. Department of State and the Natural Resources Law Section of the California Attorney General’s Office. Before law school, Raul worked as a speechwriter in Washington, D.C., and taught English on a Fulbright grant.
