Mark Whitlow

Mark Whitlow’s 45-year practice was generally devoted to real estate transactions and land use development, including related administrative hearings and appeals. He focused on large-scale retail and mixed-use projects for national companies. His work also included maritime port projects on the Oregon coast for liquified natural gas terminals and a related interstate gas pipeline. 

Mark also specialized in transportation planning, authoring several key industry amendments to Oregon’s highway access management statutes and administrative rules, as well as Oregon’s Transportation Planning Rule. 

Mark founded and was the frequent spokesperson for The Retail Task Force, a broad industry coalition for business involvement in state and local legislative and regulatory matters affecting retail use and development. He authored numerous industry amendments to local and regional Smart Growth ordinances in several cities and all three counties of the Portland metropolitan region, plus METRO, the regional government, from 1983 to 2015. 

Mark also served as chair of the International Council of Shopping Centers’  Government Affairs Committee for Oregon from 1993 to 1996. 

Mark has retired from the active practice of law.
