Introduction
Marie assists clients with land use and development entitlement processing, as well as land use litigation, at both the trial and appellate court levels.
Marie A. Cooper is experienced in addressing issues arising under planning and zoning laws, the California Environmental Quality Act (CEQA), housing laws, the California Coastal Act, election laws, and annexation-related laws. She is also skilled in handling Williamson Act matters.
Marie guides development projects through the approval process. She has worked on environmental impact analyses for projects including housing, mixed-use, research facilities, infrastructure, residential subdivisions, large commercial centers, and institutional and educational facilities. Marie works with clients, consultants, and public agencies to present a comprehensive approach to preparing environmental documents, focusing on rational solutions that fit the client's particular circumstances.
Marie also has substantial litigation experience in land use and CEQA cases involving challenges to land use entitlements, general planning and zoning enactments, development fees and dedications, annexation proceedings, and initiatives and referendums. Her land use litigation practice focuses on writ of mandate proceedings and validation actions.
