Introduction
Krista advises clients in relation to complex infrastructure and construction projects, with extensive experience in project structuring, procurement, project delivery and project documentation in a range of sectors.
Krista Payne acts on large-scale construction and infrastructure projects and development transactions, with experience acting for both private and public sector clients in the UK and Australian markets. Krista advises on project delivery models and procurement strategies and develops and negotiates project documentation for complex infrastructure projects (including major project documents, procurement documentation, construction contracts, development agreements, major property divestment contracts, services agreements and government development transactions).
Krista has worked on projects across a number of industry sectors, including rail, light rail, roads, aviation, telecommunications, waste to energy, commercial building and utilities, and has worked with a range of contract delivery methods. She advises on tender processes, the administration of contracts and consultancy services.
- New Zealand Transport Agency (NZTA) – Northland Corridor Program PPP | Lead Partner | 2024-2026 | Advising together with Bell Gully on the Northland Corridor Program, including advising on the procurement and delivery strategy, project structuring and the project and procurement documentation for the project. The Northland Corridor Programme is a 100km four (4) lane motorway and the key link connecting Northland to the rest of New Zealand, with Section 1 (Warkworth to Te Hana) to be delivered as an availability PPP having reached financial close in July 2026.
- TfNSW – Western Harbour Tunnel and Warringah Freeway | Lead Partner | 2018-present | Advising on the A$7 billion Western Harbor Tunnel and Warringah Freeway upgrade program. This role included advising on the scoping and structuring of the project and acting on the procurement for the Western Harbor Tunnel main works package and the Warringah Freeway Upgrade package, as well as the direct dealing for the amendment to the Rozelle Interchange to incorporate the first part of the new tunnel. Also advised on various third-party agreements with key stakeholders, the management of interfaces across the project, the handover of the Sydney Harbor Tunnel at the end of the previous concession and ongoing project delivery matters.
- Western Sydney Airport| Lead Partner | 2018-2023 | Advised WSA Co, the entity responsible for delivering the greenfield A$5.3 billion Western Sydney Airport, on the Airport's procurement. Krista's role included being the lead partner advising on the procurement for the bulk earthworks, terminal and landside major works packages, the baggage handling system D&C and O&M and the Independent Certifier. Krista also advised WSA Co on the packaging strategy and project structure, the Delivery Partner and Project Manage (Definition) procurements, interface management and developing a suite of standard form contracts.
- Sydney Metro – Sydney Metro City & Southwest Project | Lead Partner | 2017-2023 | Advised on the A$16 billion Sydney Metro City & Southwest Project, part of Australia's largest public transport project. Krista's role includes advising on the station development for Macquarie's Unsolicited Proposal to redevelop Martin Place and advising on the procurement for the Crow's Nest Station and Barangaroo Station, as well as assisting with various contract administration and project delivery issues.
- Transport for London - Silvertown Tunnel PPP | 2015-2017 | Advised Transport for London in relation to the £1.2 billion Silvertown Tunnel PPP Project. The tunnel will connect the Greenwich Peninsular and West Silvertown in East London via a road tunnel underneath the Thames.
- UK Government (Department of Environment, Food and Rural Affairs - Thames Tideway Tunnel | 2014 – 2017 | Advised the UK Government (Department of Environment, Food and Rural Affairs) on its support package for the £4.2 billion Thames Tideway Tunnel project, a major new sewer that will help tackle the problem of overflows from the capital's Victorian sewers and will protect the River Thames from increasing pollution for at least the next 100 years. Krista's role included advising on the provision of contingent equity, debt and insurance support, including inter-creditor and inter-shareholder arrangements.
