Introduction
Julie's practice focuses on advising clients in relation to major and complex transport, energy and infrastructure projects.
Julie has advised clients on the procurement and delivery of large-scale and complex projects, with a particular experience in the rail sector and PPP transactions. Julie's know-how, obtained from her private practice and in-house experience, includes providing legal and strategic advice to government and private sector clients on all aspects of infrastructure transactions. Julie's experience is obtained from both her private practice and in-house experience and she provides clients with advice across all stages and aspects of a transaction, including legal and strategic structuring advice and the preparation, review and negotiation of proposal and contract documentation in procurement and delivery.
- Sydney Metro | Partner | Advising Sydney Metro on the procurement and delivery strategy for the A$24 billion Sydney Metro West Project, including providing strategic and structuring advice on all aspects of the project and across various workstreams. Lead Partner on the procurement of the A$3 billion linewide systems package | February 2021 – December 2025.
- Sydney Metro | 2015 – current | Advising Sydney Metro on the procurement structuring and delivery of the OTS2 PPP which involved an augmentation to the OTS PPP that was in delivery at the commencement of the transaction. This included advising on all aspects of the transaction including providing strategic advice, preparing and reviewing documentation and all aspects of legal support to Sydney Metro on the augmentation workstream.
- Department of Transport and Main Roads | Lead Partner | 2021-present | Advising the Department of Transport and Main Roads on various amendments to the New Generation Rolling Stock PPP, including the installation of electronic train control systems and automatic train operations and continued support during delivery.
- State government transport department | Lead Partner | 2021 | Advised on the procurement of additional light rail vehicles to support the operation of the Sydney Light Rail, including providing strategic advice and negotiating and finalising contract documents.
- Transport for NSW | Lead Senior Associate | 2014-2019 | Providing legal and strategic advice to TfNSW on the Sydney Light Rail PPP, including preparing of Expressions of Interest and Request for Proposal documents, development of the project's Commercial Principles, evaluation of proposals and providing all legal support to TfNSW during the preferred bidder process and finalisation of contract documentation. Involvement also in contract administration and ongoing contract matters.
