Introduction
Jennifer is a major project and collaborative contracting advisor, with a breadth of experience in the road, rail, social housing, energy transition and defense sectors.
Jennifer Ingram's experience includes strategic project development, procurement, project documentation, negotiation and project delivery advice. She acts for a range of clients including government, infrastructure investors, financiers and contractors. Her recent projects include the Suburban Rail Loop, the Western Harbour Tunnel Project, Perth METRONET and the Regional Rail Revival Program.
- Suburban Rail Loop Authority | 2024-ongoing | Advising SRLA on the procurement of the Line wide and Stations packages.
- State Solicitors Office (WA) and WA Public Transport Authority | 2020-ongoing | Advising PTA and the WA State Solicitors Office on the METRONET program of works, including procurement of the Byford Rail Extension Alliance, the Canning – Victorian Level Crossing Removal Alliance, the Midland Station Alliance and delivery of the Morley-Ellenbrook Alliance, YRE-TCL Alliance, Bayswater Alliance and LXR Alliance.
- NZ Transport Agency | 2025 – ongoing | Advising NZTA on the procurement of the Northland Corridor Section 1 PPP.
- Rail Projects Victoria / Level Crossing Removal Project | 2018-ongoing | Advising RPV and the Level Crossing Removal Authority on the Regional Rail Revival Program, including the Avon River Bridge Upgrade, Warrnambool Line Upgrade, Donnybrook and Wallan Project, Gippsland Line Upgrade Alliance, Bendigo Metro 3 and the Murray Basin Rail Project.
- NSW Government | 2015-2019 | Advising NSW Government parties on the WestConnex Stage 2 and Stage 3 PPPs.
- Capella | 2022-2023 | Advising Capella (leading the HomeGrown Consortium) on its bid for Ground Lease Model 2 PPP (the second stage of the Victorian Public Housing Renewal Project).
- Downer | 2025-2026 | Advising Downer on its bid for the Hunter Transmission Project.
- State Solicitors Office and Office of Major Infrastructure Development| 2025-ongoing | Advising OMID and the WA State Solicitors Office on the procurement of program alliances for the development of New Mandurah Hospital and the redevelopment of Royal Perth Hospital.
- DTP | 2022 – 2026 | Advising DTP on the Metro Tunnel Readiness Project to integrate the new Metro Tunnel into the metropolitan rail network franchise.
