Introduction
Harvey is a very experienced projects partner whose practice focuses on large, complex infrastructure projects, advising both the public and private sectors.
Harvey has over 25 years of experience in advising clients with respect to legal issues arising in infrastructure projects, with a particular emphasis on major transport, social infrastructure and energy transition projects.
Harvey returned to our London office at the beginning of 2022 following spells working in both our Tokyo (2008-2014) and Sydney (2014-2022) offices. Harvey was the Office Managing Partner of the Sydney Office between 2020 and 2022. Prior to his relocation to Tokyo, Harvey worked in both London and Hong Kong. He therefore has a wealth of experience advising on both domestic and cross-border projects. His experience includes projects in both developed and developing countries.
Harvey has represented governments, other public bodies, sponsors, project companies, contractors and financial institutions on both the development and financing aspects of transactions. As a result, he is adept at identifying issues across the transaction as a whole, enabling clients to deal with key issues at an early stage. As well as PPP, regulatory and offtake-based projects, Harvey has acted on a significant number of market risk transactions across various sectors.
- Department for Transport and National Highways | Advising the Department of Transport and National Highways in relation to the Lower Thames Crossing project, a nationally significant infrastructure project that will double the crossing capacity of the River Thames East of London.
- Department for Energy Security and Net Zero | Advising the Department for Energy Security and Net Zero on all aspects of the development and implementation of its carbon capture, usage and storage program, a key part of the UK Government's Net Zero program.
- Department for Energy Security and Net Zero | Advising the Department for Energy Security and Net Zero on the development and implementation of its low carbon hydrogen program, a key part of the UK Government's Net Zero program.
- Sydney Metro | Advising Sydney Metro (owned by NSW Government) on the Sydney Metro project, a project that delivers a new underground rail system to Sydney. This included advising on a PPP for the Augmentation of A$7.3 billion Sydney Metro Northwest to encompass the A$16 billion Sydney Metro City & Southwest project.
- Transport for NSW | Advising Transport for NSW in relation to the procurement of the AU$2.3 billion Sydney Light Rail PPP Project.
- JBIC, EIB, NEXI | Advised the Japan Bank for International Cooperation, EIB, NEXI and commercial lenders in respect of the Intercity Express Program Project (West Coast Main Line) in the UK.
- University of Melbourne | Advised the University of Melbourne on all aspects of the monetization of its student accommodation portfolio and the outsourcing of the hard facilities management, including the development of new student accommodation.
- Australian National University | Advised the Australian National University on all aspects of the monetization of its student accommodation portfolio (comprising more than 3,500 student beds) and the outsourcing of the hard facilities management, including the development of new student accommodation.
- JBIC and commercial banks | advised JBIC and the commercial lenders on the development and financing of the Khanom IPP in Thailand.
