H. Vicky Chen

Vicky Chen counsels clients on the full life cycle of qualified retirement plans. She assists clients with amending and restating plan documents and related policies and procedures; preparing employee notices and communications, including summary plan descriptions and annual required notices; merging, spinning off, and terminating retirement plans; and filing determination letter applications with the Internal Revenue Service (IRS). 

Vicky also works with clients on plan design and administration, responds to IRS and the U.S. Department of Labor (DOL) audits, and advises on 401(k) plan issues arising in mergers and acquisitions. She has significant experience correcting plan failures through the IRS Employee Plans Compliance Resolution System (EPCRS), the DOL Voluntary Fiduciary Correction Program (VFCP), and the DOL Delinquent Filer Voluntary Correction Program (DFVCP).

Fiduciary governance is a core element of Vicky's practice. She routinely attends clients' 401(k) committee meetings and advises on governance best practices and related compliance matters.
