Etay is recognized for his extensive knowledge and experience in financial regulation and in the fast moving sector of digital transformation of financial markets.

Etay Katz is a senior partner in our financial regulation practice. He advises a wide range of financial services clients on the impact of regulatory regimes on their operations and, in particular, on the implementation of strategic transactions. Etay has substantial recent experience in advising leading banks on significant regulatory change projects. He regularly advises on the regulation of both retail and wholesale financial products and services.

Over the last eight years, Etay has acquired significant experience in FinTech transformation and digitalization within banking, payments and financial market infrastructure.

Etay is the author of the Investment Firm chapter in Oxford University Press' prominent publication Financial Services Law and is the General Editor of Oxford University Press' Financial Services Regulation in Europe. He has been consistently recognized for financial regulatory advice, FinTech and Blockchain by prominent directories and is regularly quoted in the press on key regulatory matters. 

 
  • An international bank - Advised on the provision of its digital assets platform to the Central Moneymarkets Unit of the Hong Kong Monetary Authority in connection with the issuance of HK$1 billion digitally native notes by HSBC as issuer.
  • A Global bank - on the launch and build of its DLT-based digital assets platform, GS DAP™.
  • An international bank - on tokenized deposits and stablecoin.
  • HM Treasury on its landmark transaction to issue its first digitally native sovereign bond on blockchain, marking the first such transaction by a Western G20 country.
  • A Global bank - Advising Goldman Sachs affiliates in delivering its proprietary DLT underpinned platform GS DAP™ as an integral extension to the HKMA Central Market Money Unit to perform the role of a settlement system in connection with a digitally settled green bond issued by the HKMA.
  • GFMA - Landmark Report: “The Impact of Distributed Ledger Technology in Capital Markets: Ready for Adoption, Time to Act” advised a consortium of global financial trade associations, including GFMA, ISDA, ASIFMA, SIFMA, AFME, FIA, IIF, FSF, BPI, GBBC and GDF on, and co-authored, their comprehensive landmark DLT report.
  • GFMA - BCBS Open Letter advised the same consortium of global financial trade associations on, and co-authored, their open letter to the Basel Committee on Banking Supervision (BCBS), urging a pause and recalibration of BCBS’ Cryptoasset Exposures Standard (SCO60).
  • GFMA - We co-authored The Role of Digital Money in Capital Markets for the Global Financial Markets Association (GFMA), which represents the world's leading financial and capital market participants across Europe, Asia, and the USA. 
  • A Global bank on the tokenized cash aspect of Project Venus, the issuance of an EIB digital bond in early December 2022. 
  • A Global bank on its participation in Genesis 2.0 and the development of smart contract-based carbon credits attached to green bonds (Bank for International Settlements).
