Edward is admitted in England & Wales and Ireland. He advises on public procurement, subsidy control, state aid and competition law.

Edward has a busy practice advising public bodies and private sector contractors on the structuring and delivery of major infrastructure projects.  He advises public bodies on all aspects of the design and conduct of public procurement processes and issues arising in the management of public sector contracts.  He counsels private sector contractors throughout procurement processes to support successful tender outcomes.  In addition, he frequently acts for clients in high profile litigation in relation to procurement decisions.

Edward also frequently advises public and private sector clients on major subsidy awards and schemes, including providing opinions on the treatment of financial assistance under the Subsidy Control Act 2022, supporting clients with subsidy control principles assessments, advising on referrals to the Competition and Markets Authority, and advising on challenging subsidy decisions.

  • National Government Authority | Advising on a sovereign digital bond initiative involving distributed ledger settlement and trading functionality. 
  • High Speed 2 Limited | Advising in relation to the procurement of 11 rail systems packages for Phases One and 2A of the HS2 project (including track, OCS, signaling, power, communications and EMS).
  • Leading Property and Infrastructure Developer | Advising on public procurement, subsidy control and public law matters arising out of the formation of a significant joint venture involving a portfolio of UK development assets.
  • Boldyn | Advising on its successful bid to perform a 20-year concession contract to deliver high-speed mobile coverage across the London Underground.
  • Transport for London | Advising on the procurement of the £2 billion Silvertown Tunnel PPP, including defending a High Court challenge from an unsuccessful bidder.
  • Keolis Amey | Advising in relation to its successful bid for a £5 billion contract to operate the Wales and Borders rail franchise and to transform the South Wales Metro, including obtaining merger control clearance from the European Commission.
