Introduction
David is a project development advisor, with a focus on PPP, concessions, construction and renewables procurement.
David Jardine focuses on the project documentation involved with these projects and the contractual issues that arise in their implementation and delivery.
David has a particular focus on the transport, social infrastructure, PPP and renewable sectors. He has acted on a number of major road and rail deals in Australia and internationally, as well as over 50 PPP and concession projects. In the renewables sector he supports developers and contractors with equipment and construction procurement, and is heavily involved in Australia's current battery storage roll-out.
- Suburban Rail Loop Authority | Partner | 2024-current | Advising on the procurement of the linewide and stations packages for the multi-billion dollar Suburban Rail Loop East. These packages use an innovative combination of delivery alliances and a operating franchise model.
- Parklife Metro | Partner | 2022-current | Advising the Parklife Metro consortium on its successful tender for the Sydney Metro WSA SSTOM PPP, Australia's second-largest PPP by value. David continues to advise Parklife on the delivery of this multi-billion dollar, significant railway project.
- John Holland/Seymour Whyte | Partner | 2024-2025 | Advising on the Joint Venture's bid to APAM, to build Melbourne Airport's Third Runway.
- Rail Projects Victoria | Partner | 2018-2023 | Advising Rail Projects Victoria on the procurement of the Regional Rail Revival Program, a multi-package programme to upgrade every regional rail line in Victoria. Our work included procuring several D&C and related contracts and supporting RPV on a range of delivery issues.
- Sydney Motorway Corporation | Partner | 2015-2018 | Advising on Stages 1, 2 and 3 of the A$16.8 billion WestConnex Motorway Project, the largest road project in Asia Pacific. David led the D&C procurement and the O&M procurement.
- Revera Energy | Partner | 2023-2024 | Advising Revera Energy on the development of the 250MW/700MWH Bungama BESS project in South Australia.
- AMPYR | Partner | 2024-2025 | Advising on the development of the 300MW/600MWh Bulabul Battery (also known as Wellington Stage 1 BESS) Project in NSW. David lead the procurement contracts with Fluence.
- Eku Energy/Shell Energy Development| Partner | 2022-2023 | Advising on the development of the200MW / 400MWH Rangebank battery energy storage system project (procurement contracts). David also advised Eku on development of its Williamsdale and Griffith BESS projects, in each case advising on the procurement contracts (BESS supply, BOP).
- ACEnergy | Partner | 2025- current | Advising on the procurement contracts for the Joel Joel BESS and Yanco BESS projects.
- John Holland | Partner | 2026- current | Advising on John Holland's participation in a bid for the Gippsland Transmission PPP project, as part of the Gippsland Coast Connect consortium.
