Introduction
Caitlin is an experienced projects lawyer focusing on the procurement and delivery of highly complex transport and infrastructure projects across Australia and the United States.
Caitlin Oxley advises public sector agencies and private sector clients across a range of sectors, including rail, bus and toll roads, social infrastructure, energy and renewables infrastructure, and technology infrastructure. Caitlin has advised on numerous collaborative and alternative project delivery models, including Construction Manager/General Contractor (CM/GC), Progressive Design-Build (PDB), managing contractor, incentivised target cost / cost reimbursable and alliance contracting models.

- Department of Transport and Main Roads | European Train Control System and Digital Radio System | 2026 | Advising DTMR on all aspects of the procurement and contract finalisation of the level 2 ETCS and digital radio system projects for the Sector 1 North program of works. Advising on and developing a bespoke suite of contract documents for DTMR on a reimbursable cost / incentivised target cost basis.
- Los Angeles County Transportation Authority | Southeast Gateway Line | 2023 - 2026 | Advised on procurement and delivery strategies for the USD $8.6 billion Southeast Gateway Line, a 23.3 km light rail transit line in Los Angeles, California. Led risk allocation, drafting, and negotiation of the principal contract documents and managed the procurement of the Program Management Support Services (PMSS) and Plans, Specifications & Engineering (PS&E) contracts.
- Santa Clara Valley Transportation Authority | BART Silicon Valley Phase II Extension Project | 2025 - 2026 | Advised on procurement and contracting strategy for the USD $12.2 billion BART Silicon Valley Phase II Extension, a 9.6 km extension into downtown San José, California, including delivery method selection, risk allocation, and project scheduling.
- Georgia Department of Transportation | SR 400 Express Lanes Project | 2024 | Advised on the USD $11 billion SR 400 Express Lanes Project in Atlanta, Georgia, involving design, construction, and approximately 50-year operation of a 25.7 km express-lane corridor. Led finalisation of commercial workstreams and post-procurement milestones through to commercial close, overseeing satisfaction of all conditions precedent and execution of the full suite of project documents.
- Port of Long Beach | Pier Wind Project | 2024 - 2026 | Advised on the USD $4.7 billion Pier Wind Project, a 400-acre terminal and 30-acre corridor for assembly and deployment of floating offshore wind turbines supporting California's 25 GW offshore wind mandate. Led development of the RFP and construction manager/general contractor (CM/GC) contract suite, evaluated delivery methods and funding sources, and developed the legal framework for industry engagement.
- Los Angeles County Transportation Authority | Zero Emission Bus Program | 2025 - 2026 | Advised on LA Metro's USD $4.7 billion Zero Emission Bus Program to transition to a fully zero-emission fleet, encompassing bus replacement, depot upgrades, charging systems, and utility grid integration. Developed procurement and contract documents for electric bus charging infrastructure at two bus facilities, leading the project to successful contract execution.
- California High Speed Rail Authority (as a subcontractor to a professional services firm | California High Speed Rail Project | 2023 – 2024 | Advised on the USD $89+ billion California High Speed Rail Project, providing commercial and procurement strategy advice on delivery of core track, systems, and rolling stock components. Developed integration and governance frameworks and advised on the Track & Systems reprocurement strategy, including evaluation of Progressive Design-Build and CM/GC delivery methods.
- Los Angeles County Transportation Authority | North Hollywood to Pasadena Bus Rapid Transit Project | 2025 – 2026 | Advised LA Metro on its 30 km transit corridor connecting the cities of Los Angeles, Burbank, Glendale, and Pasadena. Drafted the procurement package documents and negotiated and finalised early construction work packages.
