Introduction
Andrew is projects and infrastructure attorney and focuses on Public-Private Partnerships (P3), alternative delivery projects and project finance. He has experience across a wide range of sectors including highways, rail, airports, transportation, social infrastructure, and energy.
Andrew Smith focuses on energy, transport and infrastructure projects, particularly public-private partnerships (PPP/P3) projects, alternative delivery and project finance. He has advised sponsors, government agencies and lenders/underwriters on many major projects in the US.
Before working in New York, Andrew was based in the Singapore office and also undertook a one-year secondment with The Japan Bank for International Corporation (JBIC) in Tokyo supporting their project finance transactions.
Andrew is currently a ranked attorney by Chambers USA: P3, which noted that "Andrew has a deep understanding of how P3 transactions work and is very solutions-oriented."
Andrew is admitted to the New York State Bar and is qualified in England & Wales.

- The Port Authority of New York & New Jersey | 2019 – current | Advised on the replacement of its AirTrain at Newark Liberty International Airport, delivered through a program comprising multiple packages, including a DBOM for the APM system and design-build for the civil infrastructure.
- Massachusetts Bay Transportation Authority (MBTA) | 2024 -current | on the re-procurement of their passenger rail O&M services and electrification and modernization of the passenger rail network.
- The Port Authority of New York & New Jersey | 2018 -2019 | Advised on the Newark ConRAC P3 Project.
- Finance Parties | 2025-2026 | in connection with the University of Idaho Utility System P3 Project.
- Underwriters | 2023-2026 | in connection with the successful financing of the Potrero Yard Modernization Project using a 501(c)(3) tax exempt debt structure.
- North Carolina Department of Transportation on its procurement of the I-77 South Managed Lanes P3 Project.
- Underwriters to the Plenary consortium | 2020 – 2022 | Advised underwriter in connection with tax exempt bonds issued to finance the DC Street Lighting P3 Project.
- New York Transit Access Partners, formed by OHL Infrastructure and Star America, on their bid on MTA's Bundled Elevator P3 Project to provide ADA upgrades to 13 New York subway stations.
- Maryland Department of Transportation | 2018 –current | on the American Legion Bridge I-495/I-270 Express Lanes P3 Project.
- Lenders on the LAX Airport Automated People Mover P3 Project, Los Angeles.
- Underwriters | Advised on the successful close of the Transform-66, the largest PABs issuance of its type to date (P3 Bulletin Awards 2017 "Best Transportation Project, Gold").
- Lenders | 2020 to current | Advised in connection to Plenary's bid on the Clackamas County Courthouse P3.
