Nina Lincoff

Nina Lincoff has experience enforcing and interpreting California’s state housing laws; counseling public agencies; and representing clients in high-stakes development, zoning, and entitlement matters.

Before joining the firm, Nina served as a deputy attorney general in the California Office of the Attorney General’s Land Use & Conservation Section as part of its Housing Justice Team. She litigated matters involving municipal compliance with state housing requirements, including the Housing Element Law, Housing Accountability Act, Housing Crisis Act, Density Bonus Law, Builder’s Remedy, and more. Nina also advised agency clients, including the California Coastal Commission and the California Department of Housing and Community Development, on environmental, planning, zoning, and land use matters.

Nina previously clerked for the Hon. Kathleen M. Williams of the U.S. District Court for the Southern District of Florida. Earlier in her career, Nina advised developer clients on zoning, land use, and entitlement matters for residential, mixed-use, commercial, and public-private partnership projects. Her work included preparing land use applications, development agreements, leases, entitlement memorandums, and litigation briefs.
