Introduction
Melinda focuses on property and infrastructure projects, including complex mixed use precinct developments, urban renewal projects and delivery of public infrastructure and integrated public and private assets.
Melinda Harris advises on major projects and infrastructure developments, including the development and protection of infrastructure assets, urban renewal projects, property and integrated development and PPP projects, stakeholder and adjoining land arrangements, developments involving mixed or integrated use (including integration of public and private assets), facilities and building management, creation and protection of property rights, compulsory acquisitions, tendering and advising on government development agreements.
- NSW Land and Housing Corporation | Waterloo Estate Renewal Project | 2025 | Advising on all aspects of the request for proposal process and the negotiation of project documentation for the delivery of the Waterloo Renewal Project, involving the proposed development of approximately 6,000 new homes, including private, social and affordable housing.
- Western Parkland City Authority | Bradfield City Centre First Land Release | 2025 | Advising on the project to create the Bradfield City Centre, one of the largest urban renewal developments in Australia and the first major city to be built in over 100 years, including advising on project structuring, development of super lots contained within the proposed new city center and on an operating agreement for the innovation hub to be created in one of the new buildings.
- Infrastructure New South Wales | Former Sydney Fish Market Site Renewal Project | 2026 | Advising on the urban renewal development for the former Sydney Fish Market site, including in respect of the property interests on the land and the project delivery documentation requirement for the market procurement process.
- Sydney Metro and Transport for NSW | Sydney Metro Projects | ongoing | Advising on the compulsory acquisition, adjoining land owner rights and over station development elements of the Sydney Metro Project PPP (including the integration and on-going building management and subdivision of and creation of rights for mixed-use towers over the proposed Sydney Metro Stations across Sydney at Victoria Cross, Waterloo, Martin Place, Pitt Street and Crows Nest) and also several procurement packages for the City & Southwest Sydney Metro Project, including on an incentivized cost basis and in respect of key interfaces along the Metro alignment.
- Sydney Trains and Transport Asset Holding Entity of NSW | Wadanggari Park | 2021 | Advising on the proposed development by Lane Cove City Council of a 2,200 sqm plaza deck over the railway line in the vicinity of St Leonards railway station as a solution to create green space in the local council area, including in respect of the negotiation of a project delivery agreement and long term lease arrangements and early occupation.
- Australian National University | Student Accommodation Project | 2015-2022 | Legal advisor to the Australian National University on all aspects of the monetization and transfer of maintenance and repair responsibility of its student accommodation portfolio (comprising 3000 plus student beds) for a concession period expiring in 2046, including the construction and inclusion of several additional student accommodation facilities into the transaction.
