Emma Johnston earned her J.D., magna cum laude, from the University of California College of the Law, San Francisco, where she served as a senior production editor of the UC Law Journal and co-president of the Environmental Law Association. During law school, she externed for the Natural Resources Law Section of the California Attorney General’s Office and with the Administrative Law Judge Division of the CPUC. 

Prior to her legal career, Emma developed and implemented risk regulation for energy utilities at the CPUC and state climate change policy at the California Natural Resources Agency.
