Introduction
Alix helps energy, refining, data center, and industrial clients address environmental compliance risks and high-stakes regulatory matters.
Alexandra Magill Bromer is a nationally recognized environmental lawyer who helps companies navigate high-stakes compliance, permittance, enforcement, and transactional matters. She advises petroleum refining, energy, data center, and other industrial clients on some of their most complex environmental challenges.
Alix is particularly known for her extensive experience with the Clean Air Act, where she counsels clients on compliance strategy, air permitting, and difficult regulatory issues. On fuels issues, she represents clients in rulemaking proceedings by commenting on and appealing agency rulemakings, as well as counseling clients on compliance, and petitioning for waivers or relief from fuels standards, including the Renewable Fuel Standard.
Alix has extensive experience representing petroleum refineries in connection with the Environmental Protection Agency’s (EPA) National Petroleum Refining Initiative, including negotiating settlements, implementing consent decrees, and securing successful termination of long-term compliance obligations. She regularly defends clients in EPA and state enforcement actions, leads environmental emergency response efforts, and challenges state and federal rulemakings. Her practice also encompasses matters under the Clean Water Act; the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); the Emergency Planning and Community Right-to-Know Act (EPCRA); and the Resource Conservation and Recovery Act (RCRA).
As a member of Ashurst Perkins Coie’s Global Data Centers & Digital Infrastructure Initiative, Alix applies her Clean Air Act experience to permittance and compliance issues unique to the emerging data center market.
She is also at the forefront of advising clients on the implementation of the American Innovation and Manufacturing Act of 2020 (AIM Act) and the rapidly developing regulatory landscape governing HFCs and refrigerant management. By combining deep regulatory knowledge with practice industry experience, Alix helps clients anticipate compliance risks, avoid enforcement exposure, and achieve business objectives.
Alix maintains a robust pro bono practice, helping veterans secure military medical retirements and benefits from the various service branches. Before that, she assisted Holocaust survivors in obtaining benefits from the German government.
