Jacob Neeley

Jacob Neeley guides clients in buying and selling traditional and renewable energy assets and related energy commodities. He helps clients develop “first of a kind” projects that reduce waste and emissions across various industries.   

Jacob’s commercial contracting experience includes negotiating green building materials procurement contracts, physical and virtual power purchase agreements—including bilateral PPAs as well as WSPP and EEI master agreements—contracts for natural gas transactions (NAESB), construction contracts, and agreements to purchase environmental attributes in voluntary carbon markets. He also advises on the tax credit aspects of project development, working with an interdisciplinary team of tax lawyers, government contacts lawyers, and energy lawyers to address prohibited foreign entity (PFE) restrictions on renewable energy tax credits. 

Jacob supports regulated utilities at both the federal and state levels. He practices before the Federal Energy Regulatory Commission (FERC), advising on a variety of corporate and asset acquisitions. Jacob has experience with FERC-regulated open access transmission tariffs and counsels clients on generator and load interconnection procedures. He also represents clients in rate cases and other proceedings before the Public Service Commission of Wisconsin, handles dispositions of regulated utility assets, and advises large institutional clients on energy policy and tariffs. 

Jacob maintains a pro bono practice focused on asserting personal autonomy rights through challenges under state constitutions. Prior to joining Ashurst Perkins Coie, Jacob conducted several large-scale research projects on state constitutional law and direct democracy for University of Wisconsin Law School's State Democracy Research Initiative.

While attending University of Wisconsin Law School, Jacob worked as a summer associate at Perkins Coie. He also served as a note and comment editor for the Wisconsin Law Review, where he published scholarship regarding federal railroad law. Before law school, Jacob worked as a digital marketer and content writer for several technology startups in Little Rock, Arkansas.
