Suzanne defends government contractors in high-stakes investigations and enforcement matters involving the DOJ, agency inspectors general, suspension and debarment officials, and other federal authorities.

A former U.S. Department of Defense Assistant Counsel, Ethics Counselor, and Assistant Fraud Advisor, Suzanne Boehm understands how agencies handle and investigate suspected fraud matters, assess disclosure obligations, and evaluate contractor responsibility. She uses that perspective to strategically advise clients facing civil, criminal, and administrative exposure under the False Claims Act, Procurement Integrity Act, Anti-Kickback Statute, Mandatory Disclosure Rule, and other fraud-related statutes.   

Suzanne frequently handles: 

  • Cybersecurity Requirements: Advises technology and defense clients on cybersecurity obligations and requirements relating to CMMC, FedRAMP, NIST SP 800-171, and related obligations.   
  • Compliance Programs: Designs tailored ethics and compliance programs for clients to proactively mitigate and prevent enforcement risks before potential issues or investigations materialize. 
  • Government Disclosure Obligations: Counsels clients regarding the “inside baseball” of navigating the Mandatory Disclosure Rule requirements and complying with the Anti-Kickback Statue during government inquiries or investigations, including timing, strategy, and approach to disclosures.   
  • Parallel Enforcement Proceedings: Defends government contractors facing parallel civil, criminal, and administrative proceedings, including Grand Jury Subpoenas, Civil Investigative Demands, OIG inquiries, and suspension and debarment actions.    
  • Procurement Fraud Investigations: Manages internal investigations and advises on alleged procurement fraud, whistleblower actions, and related issues including restricted post-government employment activity, improper time charging, and false certifications.
