Introduction

Samuel is well known for his industry experience in a range of energy and infrastructure sectors and is a trusted adviser to the UK Government on a number of major programmes.

As part of Ashurst Perkins Coie's role on the UK Government's legal panel, Samuel is supporting the UK Government in a wide range of advisory roles. In particular he is advising on a number of nationally significant infrastructure and energy transition programmes which will support the Government's net zero policy. These mandates include advising:

  • Great British Energy - Nuclear on its programme of small modular reactors (SMRs) for nuclear energy generation in the UK, including entry into the technology partner contract with Rolls-Royce;
  • SMR and on the UK Government's Repayable Design Investment (RDI) into the Rolls-Royce SMR business for delivery of SMRs;
  • Ofgem on the development of a new regulatory framework for the delivery of the Sizewell C nuclear project in the UK, using a RAB model, and more recently the UK Government on its interest as shareholder in the project;
  • UK Government on the carbon capture usage and storage and low carbon hydrogen programmes; and
  • Ofwat on the £2 billion Haweswater Aqueduct Water Resilience (HARP) project to upgrade the water supply system in North West England.

In recent years he has advised on a number of other high profile infrastructure projects including the £4 billion Thames Tideway Tunnel, the £700 million Priority School Building Programme and the £1 billion Silvertown Tunnel.

Samuel also advises funders, sponsorsand contractors on a range of infrastructure projects. He has particular experience in the higher education sector, advising on major new university accommodation developments at Durham University, the University of Leicester and the University of Birmingham.
