Luke advises sponsors, governments and lenders on complex energy and infrastructure projects across the Middle East, CEE, Africa and Asia-Pacific.

Luke Robottom is a partner in the projects and energy transition practice, advising clients across the full lifecycle of energy and infrastructure projects. Luke has deep knowledge of project development, procurement, financing and operational matters, and is adept at guiding clients through complex regulatory frameworks and multi-party structures.

Luke's practice spans a broad range of sectors, including across the oil and gas value chain, electricity generation and transmission (gas, nuclear and renewables), water, transport and industrial projects. He routinely advises sponsors, governments and lenders on high-value, cross-border matters, bringing a commercially grounded approach to risk allocation, stakeholder coordination and project structuring.

Luke is recognized for his ability to navigate complex, multi-stakeholder projects and for the pragmatic, solutions-oriented advice he provides to project participants at every level of the capital structure.   • A national oil company | Advised in relation to procurement, development and financing and transfer of two independent sub-sea HVDC current systems, comprising of cables and onshore and offshore converter stations in the Emirate of Abu Dhabi. This was first greenfield sub-sea HVDC project to be project financed globally.
  • A water and electricity company | Advised in relation to the Ajban Solar PV IPP and the Khazna Solar PV IPP, each involving a 1.5GW solar PV field, together with a grid station and associated facilities. 
  • A national oil company | Advised on the establishment of a legal and commercial framework for Carbon Capture, Use and Storage in the Middle East.
  • The sponsors | Advised development of a wastewater treatment plant that will provide wastewater treatment services and demineralized water for the Amiral petrochemical project in Saudi Arabia.
  • EWEC and Tadweer | Advised in relation to the Abu Dhabi WTE IPP, the first waste to energy project to be procured in Abu Dhabi.
  • A national oil company | Advised on the US$10 billion sale of a 49% interest in gas pipelines to a consortium of investors including Global Infrastructure Partners (GIP), Brookfield Asset Management, GIC, Ontario Teachers' Pension Plan Board, NH Investment & Securities, and Snam. 
  • A national oil company | Advised on the US$4 billion sale of a minority interest in Abu Dhabi Oil Pipelines (holding interests in 18 crude oil pipelines in Abu Dhabi) to a consortium of Blackrock and KKR.
  • Saudi Aramco | Advised on the US$20 billion Sadara Chemical Company project, a joint venture with The Dow Chemical Company in Jubail, Saudi Arabia. The transaction was recognized as "Project Finance & Infrastructure Deal of the Year" and "Saudi Arabia Deal of the Year" by Islamic Finance News as well as "Middle East Petrochemical Deal of the Year" by Project Finance International.
  • Six ECAs and nineteen international and local banks | Advised on the project financing (including multiples ECA covered tranches) of the US$6.4 billion LIWA plastics petrochemical project in Oman. This project was recognized as "Middle East and Africa Petrochemical Deal of the Year" by Project Finance International 2016, "MENA Petrochemical Deal of the Year" by IJ Global 2016 and "Project Finance Deal of the Year" by Bonds, Loans and Sukuk Middle East Awards.
