Introduction
Clare is well known for her experience in advising on complex matters related to the digital economy.
Clare Doneley is a partner in our digital economy practice. She provides advice on strategic technology sourcing, digital transformation, privacy and cyber security.
Her work in these areas includes major IT and business process outsourcing projects, energy transition and advising clients in relation to data risk management and privacy issues, including responses to cyber events and data breach notification matters. Clare also leads the IT, commercial contract and data aspects of complex cross-border M&A transactions and separations.
Clare works closely with the Risk Advisory team on regulatory uplift projects, including compliance with operational risk management standards and regulation of critical infrastructure assets.
Clare is recognized as a Next Generation Partner in The Legal 500 2026 IT and Telecoms (Australia); as the Outsourcing Law Lawyer of the Year in Best Lawyers Australia 2024; and Doyle's Guide to Leading Lawyers TMT (Qld) 2026.
- Banking entity | Lead partner | 2026 | Advising on a cross-jurisdictional project to uplift entity's material IT service provider agreements for compliance with APRA CPS 230 (Australia), the Digital Operational Resilience Act (EU), and MAS outsourcing and technology risk management requirements (Singapore).
- ASX listed entity | Lead partner | 2026 | Advised on a business process outsourcing project in respect of key telephony services to be delivered across key international regions in which the client operates.
- Corporate Travel Management Group Pty Ltd | Lead partner | 2026 | Assisting CTM with parallel negotiations of enterprise travel technology agreements with Amadeus and Sabre for its Global Distribution Systems.
- CS Energy Limited | Lead partner | 2021 | Advised on the procurement and negotiation of managed service arrangements for IT services and cyber services, working with Ashurst Risk Advisory to scope services and avoid ‘gap’ risk.
- Government entity | Lead partner | 2026 | Advising on the technology and intellectual property aspects of the procurement of a European Train Control System, Digital Radio System and Rollingstock, which involved the procurement of trains, a manufacturing facility and maintenance of the new fleet.
- Government entity | Lead partner | 2022 | Advised on a telecommunications contract for data services, including bandwidth upgrades, and the provision of a web content filtering managed service.
- An energy company | 2021 | Advised on the legal issues arising as a result of a ransomware attack, including remediation and uplift activities, privacy advice and notifications and compliance with data retention obligations. This matter also involved Ashurst Risk Advisory, who provided crisis management and strategic risk advice and Ashurst Advance, who provided eDiscovery assistance in relation to information which may have potentially been accessed as a result of the attack.
- Australian Rail Track Corporation Limited | Lead partner | 2026 | Advising on a program of cyber-preparedness works needed to ensure ARTC is thoroughly prepared to respond to a cyber incident, including running cyber simulations to test ARTC's responses.
- Various | Lead partner 2026 | Advising on the application of the Security of Critical Infrastructure Act to regulated assets across all industry types, and ongoing compliance obligations. This includes considering the impact of the SOCI Act on procurement activities, assessing supply chain risk, CIRMP development, annual reporting assurance.
- Queensland Government | Lead partner | 2023 | Established a privacy accountability model with defined roles for the RTI and Privacy Team. We articulated day-to-day operational activities, identified stakeholder interactions and developed engagement models between the RTI and Privacy team, business units and privacy champions across Queensland Treasury.
